Ukraine’s biggest wireless network operator said attackers knocked its service offline Tuesday, an event that coincided with the Ukrainian president’s latest visit to Washington. 

Ukraine’s intelligence service said that it was investigating the incident and whether Russian forces were involved. Russian officials in Washington couldn’t immediately be reached for comment.
