Vladimir Putin has been captured at a signing ceremony in St Petersburg this afternoon, where he welcomed a tram system being reopened in Mariupol – a city in southeastern Ukraine occupied by Russia.
Speaking on a video link, he said: “Roads, houses, educational, healthcare and energy facilities are being built and repaired here, industrial production and agricultural production are improving.
“We will, of course, continue to consistently and systematically resolve all these issues, to strive for life in towns and villages of these regions to return back to normal.”
Mariupol was one of the first places to fall in the invasion, and was heavily shelled by Russian forces.
Mr Putin visited the port city, which is close to Russia’s western border, secretly in March.
Russia has been remodelling the city in its own image since its capture, including turning the ruined steelworks, once one of the biggest metallurgical plants in Europe, into a “tech and eco park”.
