WASHINGTON—U.S. prosecutors accused four Russian military personnel of abducting and torturing an American in Ukraine, the first war crimes the U.S. has formally charged in connection with Russia’s invasion of Ukraine.
In an indictment filed Tuesday and unsealed Wednesday, prosecutors said the four men abducted the American man from a village in southern Ukraine in April 2022 and kept him for 10 days, during which they interrogated him and threatened to execute him.
