Peace Winds Japan (PWJ) is an international non-governmental organization established in 1996. PWJ provides humanitarian and development assistance for people affected by conflict, forced displacement, and natural disasters in more than 20 countries in the world. PWJ launched her mission in Kenya in 2012 and has been implementing projects funded by United Nations agencies, the European Union, and the Government of Japan. The projects focus on WASH (water, sanitation, and hygiene), sexual and reproductive health, livelihoods, shelter, logistics, and youth development. These projects are improving the well-being, self-reliance, and living environments of refuge and host populations in Turkana, Garissa and West Pokot Counties of Kenya.
PWJ in partnership with UNICEF and with funding from USAID is implementing a two-year project; the Kenya Sanitation Enabling Environment Project (KSEEP) in Turkana and West Pokot counties with the aim of transforming the enabling environment for household sanitation in Kenya and ending open defecation by 2025. The KSEEP project is utilizing behavior change strategies such as the CLTS(Community Led Total Sanitation) approach in Turkana West and Turkana South targeting 315 villages and CLTS/SAN-NUT (Sanitation Nutrition Improvement) approach in West pokot targeting 664 villages with the aim of accelerating the pace toward ending OD and improvement of nutrition for children.
Project Objectives
The KSEEP project aims to achieve the following objectives:
i) Achieving ODF through CLTS implementation in the target communities by 2023
ii) Increase hygiene and sanitation awareness and adaptation at household and community levels in target communities by 2023
iii) Promote knowledge management through documentation and dissemination of good practices in CLTS among PoC and pastoralists
iv) Enhance County WASH Sector coordination to monitor WASH progress in Turkana and West Pokot Counties by 2023
v) Capacity build Caregivers, lactating and pregnant mothers on good hygiene and nutrition practices
vi) Enhance the capacity of County PHOs, CHWs, Nutritionists and local administration in Pokot North Sub County to implement SanNut
vii) Achieve ODF status in Pokot North under SanNut is achieved by 2023

Main Objective of the Assignment
The objective of this assignment is to support PWJ in doing the assessment and capacity building of community champions in sanitation marketing and skills development on sanitation technologies that can be adopted by the target communities. This will be vital in ensuring communities sustain the gains made under CLTS and SanNut as they improve on the sanitation and nutrition ladder. Market-based sanitation approaches aim to increase access to sanitation services by leveraging market forces and engaging private sector actors, while artisan training focuses on developing the skills of individuals in specific trades or crafts. The trainers will play a critical role in training and capacity building of relevant stakeholders involved in market-based sanitation initiatives and artisan development. This ToR outlines the responsibilities, qualifications, and expectations for the consultants.
Specific Objectives
The main objectives of the Market-Based Sanitation and Artisan Trainers are as follows:
a. Deliver high-quality training programs on market-based sanitation approaches, tools, and methodologies to various stakeholders, including private sector actors, government officials, NGOs, and community members.
b. Provide artisan training to individuals interested in developing skills in specific trades or crafts related to market-based sanitation, such as masonry, plumbing, carpentry, or manufacturing of sanitation products.
c. Enhance the knowledge and understanding of participants regarding market-based sanitation solutions, including business models, financing mechanisms, and sustainable service delivery.
d. Strengthen the capacity of stakeholders to implement and scale market-based sanitation interventions effectively.
e. Promote best practices and knowledge sharing among stakeholders to foster innovation and continuous improvement in the field of market-based sanitation.
f. Equip artisans with the necessary technical skills and knowledge to contribute to the implementation and maintenance of market-based sanitation solutions.
Scope of Work
The Market-Based Sanitation and Artisan Trainers will be responsible for the following tasks:
a. Conduct a thorough assessment of the current skills and knowledge gaps among trainees
b. Design and develop comprehensive training materials, covering topics such as construction techniques, maintenance, and repairs of sanitation facilities. These can include presentations, handouts, case studies, and practical exercises, based on the target audience’s needs and learning objectives.
c. Conduct training sessions and workshops on market-based sanitation and artisan skills development, ensuring interactive and participatory learning approaches that encourage knowledge transfer and skill acquisition.
d. Facilitate discussions and provide guidance on the practical application of market-based sanitation concepts, tools, and techniques, as well as artisan techniques and best practices.
e. Adapt training materials and methodologies to suit different cultural and linguistic contexts, ensuring inclusivity and accessibility for diverse participants.
f. Monitor and evaluate the effectiveness of training programs, collect feedback from participants, and make necessary improvements to enhance training outcomes.
g. Stay updated with emerging trends, innovations, and best practices in market-based sanitation and artisan development, and incorporate relevant knowledge into training programs.
g. Collaborate with relevant stakeholders, including government agencies, NGOs, private sector entities, and vocational training institutions, to coordinate training activities and foster partnerships for sustained capacity development.
Consultant’s Qualifications and Experience
a. Team Lead should have a minimum of Education background of bachelors in Public Health, Environmental Health, Civil Engineering, Development – related courses, or related field fields, at least 8 years of professional experience in WASH, of which a minimum of 3 years should be in the field of market-based sanitation, artisan training, or related sectors, such as WASH (Water, Sanitation, and Hygiene) or vocational training and demonstrate strong knowledge of and leadership experience in assignments of similar nature.
b. Team members should have an Education background of bachelors OR higher diploma in Public Health, Environmental Health, Civil Engineering, Development – related courses, or related field fields, At least 6 years’ professional experience in WASH implementation of which a minimum of 3 years should be in the field of market-based sanitation, artisan training, or related sectors, such as WASH (Water, Sanitation, and Hygiene) or vocational training.
Other Requirements of the team lead and team members:
c. Experience in implementation of sanitation interventions in ASAL areas would be an added advantage
d. In-depth knowledge and understanding of market-based sanitation approaches, including business models, financing mechanisms, and behavioral change strategies.
e. Strong knowledge of sanitation construction techniques, maintenance, and repairs.
f. Proven experience in developing and delivering training programs on market-based sanitation, artisan skills development, or related topics, with a strong focus on adult learning methodologies.
g. Familiarity with participatory training techniques and tools, such as case studies, role-plays, and hands-on exercises, to enhance engagement and knowledge retention.
h. Excellent facilitation and communication skills, with the ability to adapt training content and delivery to different audiences and learning styles.
i. Strong technical expertise in artisan trades or crafts relevant to market-based sanitation, such as masonry, plumbing, carpentry, or manufacturing of sanitation products.
j. Ability to work independently and as part of a team, demonstrating flexibility, adaptability, and a collaborative approach.
k. Proficiency in written and spoken English is required. Additional language skills relevant to the training context are desirable.
Deliverables
The Market-Based Sanitation and Artisan Trainers will be responsible for delivering the following outputs:
a. Inception report including Training materials, presentations, handouts, and case studies, tailored to the target audience and encompassing both market-based sanitation and artisan training aspects.
b. Conduct training sessions and workshops with detailed training reports, including participant feedback and recommendations for improvement.
c. Training evaluation reports, documenting the effectiveness and impact of the training programs on market-based sanitation and artisan skills development (to include a pre- and post- test).
d. Final assignment report
Timeframe and Location
The duration of the assignment will be a 15 days assignment (training and report compilation) starting from [26th June to 14th July 2023]. The trainers may be required to travel to different locations to conduct training sessions.
Reporting
The Market-Based Sanitation and Artisan Trainers will report to the project coordinator and maintain regular communication regarding the progress, challenges, and outcomes of the training activities.
Technical Proposal
The consultant’s technical proposal shall contain the following:
- Clear understanding of the terms of reference including any relevant comments
- A clear methodology on how the consultants will deliver the training including a summary of the training modules that the teams proposed to use
- Work Plan with clear duties and responsibilities for each team member
- Summary of Consultants experience in undertaking assignments of similar scope and/or complexity (last 3 years)
- Team composition and qualifications
- A schedule of training resources that they intend to use during the exercise
- CVs of proposed team members
- Contact details of a minimum of 3 references from organizations that the consultant has worked with over the past 3 years clearly indicating description of assignment, date/s of execution, name of organization and details of contact person (e-mail and telephone contact)

Evaluation and Selection Criteria
The selection of Market-Based Sanitation and Artisan Trainers will be based on a competitive process, through a Quality-Cost Based Selection (QCBS) considering the applicants’ qualifications, experience, and proposed approach to training delivery. Shortlisted candidates may be invited for an interview or request to provide additional information or references. Detailed evaluation criteria are shown in the table below:

Scoring of financial proposal
The financial proposal for each bidder meeting the required passmark for the technical evaluation shall be evaluated against a total score of 20% weighted using the following formula:
financial score = lowest priced passing bid/ price of other bid *20%
Computation of Total Score for evaluated Bids
Total score shall be computed by summing up the technical scores and the weighted financial scores.

Determination of Award
Award shall be made to the bidder with the highest evaluated total score as computed above.
Validity of Bid
Bidders shall clearly indicate that their bid is valid for a period of not less than 60 days from the date of submission.
Proposal Submission
The Technical Proposal shall be submitted comprising (a) Letter of submission duly signed by authorized bidder representative (and stamped where applicable), (b) Main Technical Proposal document in PDF format, (c ) Attachments to Technical Proposal in PDF (Eligibility requirements, CVs)
The Financial Proposal shall be submitted comprising (a) Financial Proposal Document duly signed by authorized bidder representative (and stamped where applicable) in PDF format and (b) Detailed calculations sheet in MS EXcel format.
