CONTEXT:
Atlas Logistique is an operational unit of HI, supporting humanitarian actors since 1993. Atlas Logistique (AL) facilitates, optimizes and accelerates the delivery of aid in emergency and chronic humanitarian situations. Our mission is to open the humanitarian space to the most difficult to access populations, and to optimize humanitarian supply chains.
We advocate for an innovative vision of operational logistics, seen not as a support function for operations, but as a vector of humanitarian impact. Operational logistics makes the humanitarian aid system more efficient, more inclusive of isolated populations and more respectful of the environment. It can also contribute to the emergence of market players as levers of resilience and development in fragile countries. We are constantly rethinking our projects so that they serve this vision and our humanitarian impact mandate.
The global development of Handicap International – Atlas Logistique (HI-AL) is one of the major axes of HI’s 2015-2025 strategy. At the end of 2018, a dedicated division and team was created for this purpose. We extended our Programming from 3 to 11 countries of intervention and doubled our funded operational volume. The deployment of Atlas Logistique has been accompanied by a restructuring of our operations around four pillars: shared transport and storage platforms (cold chain included), logistics analysis, logistics capacity building and civil engineering. They all contribute to positioning HI-AL as a key player in the humanitarian aid access.
We are looking for a Technical Specialist for SIGNAL Project for Atlas Logistique department.
OBJECTIVES:
This position will provide technical support to the global Signal project implementation and contribute to giving coherence and overall vision to the project. This position will contribute to develop the Atlas Logistique Strategy. The candidate will update the fundraising strategy, liaise and support field and HQ teams to successfully fundraise for Atlas Programming. He/she will also lead the Atlas go to market and communication strategy and supervise the production of all relevant promotion material and event contributing to the development of Atlas visibility and notoriety. This position will report directly to the Atlas development unit manager.
MAIN RESPONSIBILITIES:
1- GLOBAL PROJET IMPLEMENTATION
- Steer the global development of the SIGNAL project, as an innovation project involving fast iterations loops at the different stage of the project development Ideation, proof of concept, field testing
- Provide support on project management, defining and monitoring projects KPI, key activity planning and action plans, supervise the quality of the field activities implementation as per project proposals and in line with allocated budget
- Support compliance of project information, analyses, recommendations with aid actors needs and humanitarian relevance
- Supervise the field project capitalization and learning, and ensure consolidation at global level
- Contribute to the drafting of reports for the funding agencies and follow up on donors deadlines in link with the project
- Guarantee the proper archiving of information at HQ level
- Animate the coordination and collaboration with technical resources at HQ level
- Coordinate the support provided by the technical resources (logistics, information management/GIS, other relevant departments) to ensure that the project is relevant and technical
- Ensure harmonization of practices and tools between the different Signal implementation countries – including co-development of shared tools, problems solving exercises and organizing a community of practices with the different field teams
- Provide global updates to the Atlas Logistics division team
- Support HR team by providing relevant tools (PPP, tests)
- Participate to the recruitment of Signal project manager and information management team on the field
- Provide technical support and training to Signal project manager with the collaboration of HQ technical team
2- STRATEGY CONTRIBUTION
- Key contributor of the Atlas Logistics (AL) strategy on development related issues
- Coordinates, with the AL and HI teams, all promotional actions and documents aiming at fostering the ownership of the AL strategy at HQ and field level
- In co-responsibility with the Atlas development unit manager, he/she participates in the coordination of operational partnership initiatives aiming at promoting the global development of Atlas Logistique
3- INSTITUTIONAL AND FUNDRAISING
- Support the revision of the project strategy and action plan, together with the HQ and field teams involved in the project
- Propose a business plan and fundraising plan/strategy for the development of the Signal Project to ensure financial continuity of Signal project and to extend to other countries
- Participate in donors’ prospection to fund Signal, carry out donor mapping, analysis and recommendation of donors
- Contribute to write new project proposals for the continuity or expansion of Signal project globally and contribute to the proposals writing for current project extension – in collaboration with Programs and relevant directions at HQ level Support Programs in project’s modification requests
- Organise and animate the steering committee of the project
- Contribute to the fundraising of Atlas Logistique pilot innovative projects
- Take minutes of the conclusion of the meetings
4. GO TO MARKET AND COMMUNICATION
- Development, communication on the Signal project and development of partnerships and advocacy
- Identify and develop partnerships and/or alliances with key partners (NGOs, institutions and research labs to reinforce the project at global level and to ensure the project diffusion, distribution, publications
- Contribute to identifying opportunities in terms of innovation or research projects
- Participate in the presentation of the project and the dissemination of its results
- Update the internal and external communication strategy (including Signal project)
- Follow up the recruitment process for consultant for strategical purpose (including ToR writing), for trainees in collaboration with the communication department and HR department
- Coordinate consultant, graphic and multimedia designer to produce communication material
DESIRED PROFILE:
Education background :
- You have a higher education such as Political Sciences or Business School
- You have a Master in Project Management or Master in Humanitarian Aid
Professional experiences :
- You have at least 3 to 5 years of professional humanitarian experience in an international NGO with two years’ experience in project business management
- Proactive fundraising strategies, good knowledge of donors
- Experience in developing partnerships and innovative projects
- Proven written and oral communication skills
- Proven representation skills
- Advocacy or behavior change experience strongly appreciated
- Experience (or strong interest) of emergency responses
- An experience in HI HQ will be appreciated
- You are organized, accountable, confident and results-oriented

CONDITIONS OF THE POSITION:
- Type of contract : CDD fixed term contract of 12th months
- Additional benefits: luncheon vouchers and health insurance
- Working hours: 39 hours a week with 22.5 days of RTT (work time reduction) to be taken each year
- 5 weeks of annual leave
