Widespread corruption in the public sector has placed South Africa on a path to becoming “yet another failed African state”, ArcelorMittal South Africa chair Bonang Mohale has warned.

“Behind the woeful state of our state-owned enterprises is the sinister, thieving hand of state capture,” Mohale wrote in the steel manufacturer’s annual report, published on Thursday.
