LISBON — In Columbiana County Municipal Court, Bruce Fleming, 34, Darlington, Pa., was fined $500 and given a suspended 30-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 40 hours community service and forfeit $100 to the Mahoning Valley Human Trafficking Task Force. Fleming answered an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $100, traveling to East Palestine on April 26 for the meeting.
A preliminary hearing was set May 4 for Tierney Steiginga, 34, Hypoluxo, Fla., charged with fourth-degree felony assault and misdemeanors of resisting arrest and obstructing official business. Bond was set at $20,000 cash or surety. Tierney got out of a vehicle during a high risk traffic stop and interfered with the detention of her mother, who was cited for an OVI and other charges on April 27 in Columbiana. An affidavit said Tierney approached an officer in an aggressive manner and refused to be handcuffed and was taken to the ground. She was allegedly grabbing the officer’s forearm and squeezing while scratching him.
A pretrial was set May 8 for Deirdre Steiginga, 57, Walnut Grove Lane, New Waterford, charged with operating a vehicle under the influence of alcohol or drugs first offense, failure to move to left for public safety vehicle, speeding, failure to comply with order or signal of police officer and resisting arrest. The charges stem from an incident on April 27 on state Route 14 near Columbiana when she refused commands and continued to be combative and resistive during the traffic stop.
A pretrial was set July 25 for Brenda Kay Frye, 57, Riley Avenue, East Liverpool, charged with theft and possessing criminal tools for allegedly failing to scan and pay for 30 items totaling $848, with several items found in her large purse she allegedly used to conceal stolen merchandise, at Calcutta Walmart on April 21. She was told to stay out of Walmart.
A pretrial was set May 8 for Sean McCarthy, 27, Commerce Street, Wellsville, charged with two counts of theft for allegedly failing to scan and pay for 16 items totaling $189 and hiding the items in a stolen backpack at Calcutta Walmart on April 19. He was caught in the Arby’s bathroom changing into the stolen clothes when police were called there for something else. He also had a pair of boots allegedly stolen from Sabatini Shoes.
A pretrial was set May 4 for Brandon Phillips, 21, South Egypt Road, Salem, charged with obstructing official business and criminal trespass for allegedly entering a vacant residence with a dog on East Fourth Street, Salem on April 28 and failing to obey commands from police after barricading himself in an upstairs bedroom, with police using O.C. spray on him.
A pretrial was set May 4 for Nick Rhodes, 49, Old state Route 344, Leetonia, charged with domestic violence and obstructing official business for allegedly causing or attempting to cause physical harm to a woman and failing to obey deputy commands to put several items down and come and talk, trying to take off on foot on April 27 on Old state Route 344, Leetonia.
Rodney Herron, date of birth not listed, Woodsdale Road, was fined $250 for failure to keep structure safe, failure to register vacant structure, failure to pay monitoring fee for vacant structure and substandard premise. The charges stemmed from him failing to keep a vacant building on State Street secure, specifically the rear door, on April 13 in Salem. The other charges relate to a vacant home on Franklin Avenue on April 18.
A pretrial was set May 30 for Steven Erwin, 64, Chester Avenue, East Liverpool, was charged with six counts of failure to pay city income tax for allegedly failing to pay East Liverpool city income tax from 2017 through 2022.
Jackson Mason, no date of birth listed, Vine Street, East Liverpool, was fined $1,500, with all but $50 suspended, for three counts of failure to pay city income tax for East Liverpool city income tax from 2018 through 2020.
A sentencing hearing was set May 11 for Alexander Baker, 28, Youngstown, who pleaded guilty to OVI first offense, OVI breath first offense and failure to control.
A pretrial was set July 18 for Jacob Keenan, 31, Quay Road, Negley, charged with driving under suspension, use of unauthorized plate, failure to control and no seat belt.
A pretrial was set July 25 for Kade Byland, 25, Franklin Avenue, Salem, charged with OVI first offense and speeding.
Owen Gorby, 18, Robin Avenue, Salem, was fined $375 for reasonable control, passing over double yellow line and unauthorized plate.
Dewayne Toothman, 42, East Fourth Street, East Liverpool, was fined $100 for no license.
Allison Lemasters, 22, Malone Road, Salineville, was fined $185 for driving under suspension and speeding.
A pretrial was set July 27 for Tammy Sue Merriman, 51, Martha Street, East Liverpool, charged with driving under suspension.
A pretrial was set July 27 for Bret Davis, Ninth Avenue, East Liverpool, charged with forfeiture.
Austin Mullins, 26, Bowerston, was fined $185 for driving under suspension and speeding.
