GENERAL CONTEXT OF THE POSITION
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics Department.

GENERAL OBJECTIVE
The Logistics Department aim to develop and promote the use of digital platforms which enable and empower our field logisticians to improve the effectiveness an operational impact of their activities, as well as enhancing the cost/time/resource efficiency, contribute to safety and security and organization accountability. For this, platforms and processes should strength field autonomy, improve data quality allowing quick informed decisions leading to action, be functional and easy to adopt under current field technical constrains and staff capabilities, be as user-friendly and simple as possible, while avoiding unnecessary complexity or duplications, as well as easy to maintain, among others.
The main objective of the Logistics Digital Product Owner is to ensure, jointly with Projects & IT teams, an adequate definition of the strategic digital priorities in the logistics area, and more specifically the digital solutions that will respond to the operational and technical needs of logistics in OCBA, contributing to the digitalization of the Logistics Department.
This position is at the crossroads of many partners with responsibilities in the area of digitalization, and therefore will require close collaboration and alignment with all of them: the Logistics Department, expressing the needs and providing some of the solutions; the Projects & IT Office, as reservoir of expertise and technicians and overall coordination of the digital strategy & offer; and KM & IM, in charge of the knowledge and information management strategy. Finally, s/he will also pursue collaboration with the Medical Department and the Operations Department to ensure alignment of Logistics digital efforts with a transversal field vision.
S/he will be hierarchically accountable to the Head of Operational Logistics.
- Manage and prioritize the strategic and tactical demand on delivery of digital technologies, together with the Head of LogOps and in close collaboration with Projects & IT, according to the logistics strategic plan and MSF OCBA priorities to ensure that demand is aligned with both.
- Foster the maximization and extension in the use of existing MSF OCBA applications and new solutions for management according to the MSF’s principles and values, the strategic plan and the annual planning to enhance productivity of the tools available.
- Identify areas of improvements in the existing processes of the Logistics Department when monitoring and reviewing them seeking to ensure the continuous improvement of the service and their supporting/reporting solutions.
MAIN RESPONSIBILITIES, FUNCTIONS AND TASKS
The Logistics Digital Product Owner will, in close collaboration with the Logistics Department and Projects & IT Office, be responsible for:
- Jointly with key stakeholders and Projects & IT, s/he will contribute to the development of a governance that enables the maximization of the impact of new digital solutions for field logistics (inc. information management). For this purpose, s/he will ensure that the necessary capacity in the logistics department is built.
- In close collaboration with Projects & IT, define the digital strategic ambitions for Logistics department aligned with OCBA digital strategy.
- Ensure continuous alignment with Logistics and Projects & IT vision, goals, and prioritized needs.
- Support the logistics department on the definition of technological needs to be delivered by the Projects & IT Office, providing the necessary clarity regarding vision and goals, and supporting effective prioritization of the needs based on this vision and goals, to maximize added value for end-users.
- Effectively contribute towards building strong collaboration between the Logistics Department and Projects & IT Office within the scope of field data collection and information management. This collaboration should provide the maximum added value for our field logisticians, HQ Logs and thereby OCBA.
- Support and collaborate with Project and &IT, being the Logistics Focal Point, in the delivery of digital tools for logistics as needed, participating from communication, functional activities and delivery cycles to ensure that tools respond to actual needs and to promote proper adoption.
- Provide close and continuous user support at functional level, promoting buy-in/adherence, facilitating easy adoption and continuous use, and ensure the necessary data quality to use this information for reporting and decision-making.
- Active collaboration in communication at project level with internal and external actors and leads the communication with Logistics teams both at HQ and Field. Creates and provides log training and functional documentation. Assists log teams in the analysis and interpretation of data.
- Fosters and drives an easy and quick user adoption of the new field information management digital solutions.
- Regularly monitors the quality of data (timeliness, completeness, coherence, accuracy) detecting data entry mistakes, proposing, and supporting corrections.
- Collaborates in the definition of tool evolution needs to ensure the continuous alignment with logistics vision and goals.
- Act as the focal point of the Logistic Department in all aspects regarding digitalization, including meetings and workshops, ensuring the inclusion of key departmental stakeholders as necessary. In this regard, s/he will provide regular reporting of activities and specific reports and analysis as requested.
- S/he will be responsible for ensuring the digitalization implementation for each logistics and supply chain families according to OCBA and Log department strategy.
SELECTION CRITERIA
Education and Experience
- Academic Background: Computer Sciences, Electrical, Telecommunications or Engineering, Business Administration and Management, Economics or similar
- Fluent in English. Spanish and French desirable
- Experience in team management within a multinational and multicultural setting
- Experience in projects to improve business processes and implementation of information systems
- Experience with systems design and development from business requirements analysis through day-to-day management
- Experience with and/or knowledge of project management frameworks is a plus
- Experience with and/or knowledge of service management frameworks (e.g. ITIL 4)
- Experience in managing technology providers.

CONDITIONS
- Based in: Any OCBA Hub (Barcelona, MSF-Spain office delegations, Amman, Dakar, or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit…)
- Contract duration: up to the end of 2023 with possibilities to be extended.

- Annual gross salary: HQ- 3B (12 monthly payments) + secondary benefits, based on MSF OCBA Reward Policy. Conditions subjected to local conditions.
