Visakhapatnam: Indian Institute of Management, Visakhapatnam, has partnered with the Central Vigilance Commission (CVC) to offer capacity building programmes in public procurement.
The premier business school has so far trained 103 functionaries from different public sector undertakings, banks, insurance companies, and other government organisations under this CVC-supported initiative in three cohorts.
IIM-V is the only IIM in the country to offer such a programme, which has been designed to impart knowledge and skills on various aspects of public procurement, including the general financial rules, regulatory framework, evaluation and negotiation, the central vigilance manual, and the CVC’s vigilance perspective on public procurement.
According to the IIMV officials, the programmes have been designed to promote transparency, equity, accountability, and efficiency in public procurement. The public procurement training programmes being held by IIMV broadly has so far covered the themes of procurement related to goods and services, which may be now extended to ‘procurement of works’. These programmes are offering the participants various case studies and principles of procurement with both theory and practice sessions.
IIM Vizag director Prof M Chandrasekhar said that the Institute will roll out two more batches under the CVC-supported initiative in December.
“The CVC has wanted us to increase the course offerings in the coming months as the previous batches awarded over 4.8 rating for these training programmes on a scale of 5. The CVC wanted us to conduct programmes in procurement of works also. A training calendar will be prepared for the next six months. The feedback from the senior officials from different Central public sector enterprises, who participated in these capacity building programmes from across the country, has increased our commitment to organise such programmes for the ultimate public good,” said the IIMV director.
“In the realm of public procurement, officers hold a position of immense responsibility. As the custodians of public trust, their actions will have far-reaching implications, shaping the efficiency, fairness, and accountability of government spending. It is essential, therefore, that these officers embrace vigilance as their guiding principle. It is equally important to adhere to a steadfast commitment to logical reasoning, rational thought, evidence-based analysis, and a normative approach. The training programmes at IIMV would cover all these concepts and principles to build the capacities of officers and senior executives to navigate the procurement landscape with precision,” said Prof Chandrasekhar.
