On March 31, 2023, the Department of State submitted the Hong Kong Policy Act report to the United States Congress. The Department of State is required by law to submit to Congress an annual report on recent developments in Hong Kong.
The report describes how over the past year the Central Government of the People’s Republic of China (PRC) took new actions that further eroded Hong Kong’s high degree of autonomy – autonomy which the PRC was obligated to maintain under the Sino-British Joint Declaration and Hong Kong’s Basic Law. Based on the report’s findings the Secretary of State has again certified that Hong Kong does not warrant treatment under U.S. law in the same manner as U.S. laws were applied to Hong Kong before July 1, 1997. This report covers conditions in Hong Kong from April 2022 through January 2023.
Secretary of State Blinken said upon the report’s release, “The PRC is eroding judicial independence and the rule of law in Hong Kong, once core to the city’s reputation and success. This year’s Hong Kong Policy Act Report, released today, catalogs the ongoing crackdown on civil society, media, and dissenting voices in Hong Kong.”
