Procurement Delegate – Syrian Arab Republic

Job Purpose

The Procurement Delegate will be responsible supporting SARC with all procurement activities funded through the IFRC earthquake response appeal and regular programmes and ensuring timely delivery of goods and services in line with donor timelines and requirements in coordination with IFRC’s GHS&SCM function. The position will also, based on request, support SARC procurement capacity development.

This position will primarily focus on working with SARC to ensure all country level procurement activities are in line with IFRC standards. The position will work closely with the IFRC Head of Delegation and Deputy Head of Delegation for delivery of logistics services and take responsibility for procurement activities e.g. ensuring local and international when applicable sourcing, timely deliveries, quality of goods and services, market research. This role is also expected to take a role in training and supporting SARC staff in relevant procurement activities based on request from SARC and in areas identified by SARC. As such, this role will require an extensive procurement experience as well as excellent communication and organizational skills.

Job Duties and Responsibilities

Key areas of influence and key internal relationships include:

  • Procurement planning coordination and execution for both national and international procurements together with technical staff (including health, livelihoods, NSD) and SARC procurement unit counterparts.
  • Ensuring compliance with IFRC procedures and standards, and national regulations, in all matters related to in country procurement.
  • Establish a good working relationship with SARC and offer support in development of procurement capacity if requested.
  • Close collaboration with IFRC global logistics structure to ensure that the best sourcing strategy is used.
  • If requested by SARC, work closely with SARC and the German Red Cross and other SARC partners in agreed areas for logistics/procurement capacity strengthening.

Key Accountabilities

  • Prepare procurement plan with SARC counterparts and technical departments for goods and services supported by the IFRC through the EQ response or regular programming ensuring procurement timelines are realistic and adhered to.
  • Support SARC to carry out procurement activities, ensuring compliance with SARC’s and IFRC standard procurement procedures, including logistics requisition, in country tendering, comparative bid analysis and contract award.
  • Follow IFRC procurement procedures and best practices to enable a high quality, efficient and cost-effective procurement process that meets the requests of the services’ users.
  • Facilitate Local Committee of Contract meetings, prepare and submit procurement files to the Geneva Procurement unit for Geneva Committee of Contracts submission.
  • Ensure that all procured goods and services are compliant with IFRC regulations and quality standards, are fit for purpose and inspection compliant.
  • Undertake procurement for IFRC based on its status agreement.
  • If requested by SARC support the conduct of local market research and develop/review database of potential suppliers that are needed for forthcoming support services.
  • Disseminate procurement procedures and processes and framework agreement.
  • Develop a work plan to continue supporting SARC to enhance the procurement structure and practices for effective support to SARC programs.
  • Seek and promote learning and sharing opportunities for SARC’s logistics staff through trainings, workshops and exchanges.
  • If requested by SARC, support a review SARC’s procurement policies and procedures and develop procedures applicable to sudden onset disaster response when timing is critical.
  • Work closely with IFRC’s technical staff and SARC and liaise with external stakeholders throughout procurement processes.
  • Maintain and communicate a comprehensive data of all goods and services procured at a country level, and registered suppliers to enable Logistics
  • Management in Geneva
  • Report to the Deputy Head of Delegation and Head of Delegation on any foreseen changes in relevant procurement plans and activities.
  • Provide procurement advice and technical support to IFRC technical staff to ensure a coordinated IFRC procurement service.
  • Provide support and on-job training to IFRC staff engaged, to improve the quality of procurement services within the National Society, promote adherence to best practice principles and compliance with necessary regulation, national legislation and IFRC procedures.
  • Produce regular, timely and accurate narrative and financial reports as required.

Education

University degree in Business Administration, Commerce or other relevant discipline or equivalent combination of education and experience – required.

Experience

  • Minimum 5 years of professional experience in high-volume procurement operations, of which at least 3 years at the international level and 1 year in the field – required.
  • Experience in managing complex tendering and the resolution of major conflicts and disputes – required.
  • Experience of working for a humanitarian aid organization in a complex context – preferred.
  • Red Cross/Red Crescent knowledge and experience – preferred.

Knowledge, Skills and Languages

Fluent spoken and written English – required.
Good command of Arabic – preferred.
Good command of another IFRC official language (French, Spanish) – preferred.
