How would a ban on fixed-term tenancies affect my HMO lets?

I own two HMO [house in multiple occupation] properties that are let out on annual fixed-term tenancies to students, to tie in with the academic year. The ban on fixed-term tenancies that has been proposed would be very disruptive, because the ability to commit to a start date for the next tenancy well before the current one ends is key for both landlords and tenants.

I’ve read about exemptions for purpose-built student accommodation, and I believe a committee has recommended that this exemption be extended to cover people in my situation. What do you think the position will be when the legislation is brought forward?
